Fragrance oils in the SOS Pipeline are an extension of our fragrance library but are fomulated only when requested to control inventory.  These tend to be hard-to-find, discontinued or unique fragrances.  Once they are formulated for a customer however, they do make it into the regular inventory and available in smaller sizes.
